the defensive set makes a comeback from the older rounds. it can act as a good bulky pivot and can take hits well from stuff like kangaskhan and swellow i guess. it can still deal with braviary even though intimidate gives it an attack boost. toxic is a good option to wear down stuff like seismitoad and piloswine. honestly this is such a shitty and random pokemon

Why use Luxray as a rain setter instead of Rotom-S, you may ask. Well, Intimidate is the answer. I guess. Maybe the surprise factor that you're using Luxray as a rain setter over Rotom-S. Really, it's hard to find a set for Luxray that isn't outclassed by something else, but at least Luxray has Intimidate to force a physical attacker out whiel conveniently setting Rain Dance up. Thunder is used as a main STAB in case you really want to deal some damage to an opponent and it has no drawbacks in rain and it even has a neat 30% chance to paralyze. Volt Switch allows him to scout and deal decent damage. HP Grass is a big "fuck you" to a Seismitoad switching in, as it is a guaranteed 2HKO against the standard utility toad. Luxray also conveniently outspeeds toad because he tends to run a negative speed nature.

But of course, the real reason why you'd use Luxray is because he's a feline and we can't resist kitties, right?

Bulky SwagCat.
While at first glance it may seem like this set is outclassed by Liepard due to Prankster giving all its moves (except Foul Play) priority, which is very useful. However, this version of the traditional SwagCat set plays differently due to its decent bulk letting it take a few hits, unlike Liepard. This bulk is reinforced by Intimidate, so that it will be hard to take Luxray out with Physical moves that aren't Ground or a CB Sawk's Close Combat. If you use Swagger against an intimidated opponent, you are essentially only increasing their attack by one stage. You don't get to abuse the raised attack of your opponent with Foul Play; rather, you have a consistently powerful attack in Thunderbolt that doesn't rely on your opponent being strong for you to damage them.

there is also the option of using discharge > thunderbolt and replacing t wave with a filler move if you want

Luxray@ Life Orb
Trait: Intimidate
EVs: 4 HP / 252 Atk / 252 Spd
Jolly Nature (+Spd, -SAtk)
- Wild Charge
- Superpower
- Crunch
- Quick Attack

This set is built with the purpose of trying to limit the weaknesses and take advantage of its good statistics. Setting a jolly nature, we can improve the speed tie, doing better than neutral Electabuzz, Braviary and so against Samurott, Ludicolo and Skuntank (always neutral). Then a great coverage, accompanied by a Life Orb and gives up Guts/Flame Orb/Facade.
The idea is Quick Attack. Having a priority move can be very useful vs 'mons with remaining HP.

What? A defensive Electric-type?¿? Blasphemy!!1!1!!

But Luxray can pull it off. The only downside to defensive Electrics like Stunfisk and Ampharos is that they lack resistances to make up for bulk and, more importantly, they lack recovery. What makes RestTalk Luxray so special? It has the tools it needs to stall out an opponent long enough to wake up from Rest to do it again.

Intimidate is what makes defensive Luxray tick, weakening the likes of Swellow and Carracosta greatly. But Luxray has access to Snarl, an attack that drops the foe's Special Attack, to compensate for its lack of investment in special bulk. Unlike Intimidate, it can be used more than once on the same opponent, so you can continually weaken would-be threats that intend to pummel Luxray from the special side. Discharge is chosen to paralyze the opponent and slow them down, making it even harder for them to bypass Luxray's weakening shenanigans, but if you have Toxic Spikes support Thunderbolt can go in place over it.

^^^ The funny thing is run the exact same set on a Luxray of mine, except for the fact that I run Roar over Snarl

Luxray @ Expert Belt
Trait: Guts
EVs: 104 Atk / 240 SpA / 164 Spe
Naive Nature
~ Discharge
~ Hidden Power Ice
~ Superpower
~ Crunch

So this is my mixed, wall breaking set for Luxray. The main goal of this set, as you could assume, is to function as a way to beat most of the common walls you run into in NU to pave way for your other attackers to sweep with no problem. The EV investment is meant to outspeed pokemon of up to base 100 speed with no investment (Miltank) while also giving you some great attack and special attack to work with. Discharge is chosen over Thunderbolt for the greater chance to paralyze faster, less defensive opponents who may want to switch in on one if its moves, can OHKO Alomomola and Mantine after Stealth Rock, and 2HKO Torkoal, Golbat, Mandibuzz, Wartortle, and Weezing after Stealth rock. Hidden power Ice is chosen to deal with Bulky grass types and can 2HKO Tangela and Vileplume after Stealth Rock along with providing very good coverage with Discharge. As for the physical side, Superpower is there to 1-2 hit KO most of the bulky normal types in the tier such as Lickilicky, Miltank, and Audino along with Probopass, Bastiodon, and Regice. Also since most walls use a status move such as Toxic, you can generally safely switch in on a wall to activate Guts, allowing your Superpower to now easily OHKO all of the bulky Normal types listed above without question as well as Piloswine and Golem and 2HKO Regirock. Crunch (non statused) can OHKO most variants of Gardevoir after Stealth Rock damage. With Guts active, you now gain the ability to OHKO Golurk and Hypno and 2HKO Musharna (if you get the para from Discharge on a switch, you can auto-induce your own Guts), Misdreavus, and Duosion. In terms of partners for this Luxray, I recommend using Sawsbuck since it has Sap Sipper to absorb Sleep Powders (the only status Luxray doesn't appreciate), resists the ground moves Luxray is weak to, and deals with Seismitoad who is one of the only pokemon this set cannot cover. Also, since this set is able to deal with the bulky psychic types and Weezing, Sawk and Primeape could also be used alongside this Luxray since it gets rid of their most common counters, allowing you to sweep with a choice scarfed set.
