What should Honchkrow be like?

I'm planning to build a team with "bad" looking Pokemon as my theme.
I'm thinking of using Honchkrow instead of Gyarados (trying to follow the theme as close as possible), but what I want to know is how should I spread his EVs and natures.

His Speed is pretty medicore. His defenses are stupid, the only thing backing him up is his HP.

How should I spread him around?

Definitely go with either the CB or the CScarf version with something like Pursuit, Drill Peck, Night Slash and Double Edge/Return...
