Suggestion for new tournament

I've had this idea for a while. How about a tournament, or even battles with nothing but level 1 pokemon? This would make sure of a lot of rules not being broken, and it's fairly easy to use. This also shows how well you are of a pokemon breeder, more than as a trainer but it would also test your skill as a trainer. Many pokemon can't breed like Mewtwo, or even Garchomp. I would not restrict items, but to compensate for this I would restrict evolutions. example would be the eeveeloutions.
