Yes. It first appears just after catching Rayquaza, and respawns at the top of the Sky Pillar after beating the Elite Four. It's encountered at level 80, and is shiny locked just like the weather trio are.

serebii but I recommend Meteor Falls for speed because you won't need surf unlike Cave of Origin.
