Go 30+/30+/30+/x/30+/x with a +Atk/Def/SpD -SpA/Spe nature minimum for Regirock, speed doesn't matter too much but ideally you would want 30+ or 1- for that too depending on nature.
For specific Regirock sets look at the on-site strategydex/various threads in the competetive sections of the forum.

metalkid has a hidden power calc where you can put the potential IVs are then just change the IVs til you find the one(s) that can lead to HP Dragon

I don't think regirock uses HP, though I don't really use him, so I wouldn't know. Like stated earlier you should check the strategy guide and if a set uses HP, then you would know.

Edit: Regirock has a pretty bad Special attack considering it has a higher attack stat. 100>50. Only reason I could see is something niche like hitting a 4x super effective hit.
