It's not possible with that PID in Ruby/ Sapphire. You'll just have to wait for the the remakes =P

Does anyone have a Bold (or Calm) Eevee with both Wish and Heal Bell? 5/6 IVs preferred, but I'll take a 4 IV if its HP/Def/SpAtk/SpDef (so only missing speed and attack).

It's not wrong though, the reason it's possible to get a 6IV Impish Groudon is because of two 5th Gen Japanese events
... I know that, that's not what I was modifying (I've RNGed that event, I know it's perfectly possible to get said Groudon. It's even possible to get the event shiny).

Oh well since it's allowed in the new Spring Friendly Tournament, I want to use Zygarde. I can't recatch as it was back in December It's got x/31/31/31/x/x and is Naive. I feel i should focus on maxing it's DEF and either HP or ATK and pump the last 4 IVs into the which ever I don't max. So I want some second opinions: 252 EVs in ATK or HP?
I saw the updated specifics. So basically its theoretically possible but incredibly difficult, and in most cases its still safe to assume all other nature 31/31/31/31/31/31s to be hacks. Correct?
Oh, I didn't know that. ._. Anyway, for me a 31-31-31-x-31-31 Impish Groudon is still OK, I don't really care a low Sp.Atk.
Hmm Mislabbled Zygardes IVs....Hmmm is a Zero Speed Zygarde a good thing to have?
First of all, it only applies to Pokemon that can be caught with the Pokeradar. And yes, in most cases, it's a safe assumption.
Not with a speed boosting nature like naive :/

Also sort of half looking for a Timid Xern with as close to 31/x/31/31/31/31 as possible in a Master Ball.

True wish I hadn't mislabled Zygarde's IVs though. But I atleast I have a full spread and since I want to use in the next Global Battle Union event for laughs, I wonder how do you people recommend I EV Train this:
Zygarde - #718 (Naive) : 12 / 31 / 28 / 31 / 31 / 0 Also HP Electric.
