Dusk Ball can be found in HGSS according to Serebii, so I don't see why not.
Possibly! He's found running in the wild in various locations in HG/SS Johto...so possible that the trainer in question happened to catch him at night with a Dusk Ball....?

Double check them stats for sure but it looks pretty dang good, especially if they're all 31.

unfortunately as its pre kiloude I can't check 4 sure if its 31
Sorta less likely to be hacked, mandatory requirement for VGC, hot blue pentagon.
Do you have access to the HP checker in Anistar? If so I'm pretty sure that may be enough on metalkid.

How are people getting great iv'd legendaries if the RNG hasn't been cracked?

Soft-resetting and persistence, just what shady is doing right now.

Soft resetting, because legends always have at least 3 IVs at 31 in kalos.
Every pokemon that cannot breed is guaranteed at least 3 perfect IVs, so sort resetting is much less cumbersome now. RNG is a relic of the past, come to Kalos where everything is nice and simple :)
