is there a rank of how good a poke is?

not a tier list, but an actual ranking

like, for example (just for stating)

1. blissey
2. salamence
3. garchomp
4. heracross
5. gengar
so on and so forth

now this isn't right by any means, but it's just an example

just wondering, and i don't mean usage, i mean who is the best to the worst

Actually yes, Serebii.net has a ranked list arranged by base stats.

That's the one for HP, and the rest are listed at the top.

I think the closest thing would be the weighted usage list from shoddy, really.

There is no such thing as a true "ranking" list. If someone thinks Blissey is better than Miltank, it's because of opinion, not fact. If you wanted to, you could make an actual ranking list, but that doesn't make what you say true. =/
