I'm going to have to agree with Heysup here. The Life Orb / Choice sets are TOTALLY outclassed by Elekid. The only thing you really have is Fake Out, and tons of stuff outclasses that. This also needs more in the Counters section.
EDIT: The Team Options section also needs a revamp. "Onix" and "Omanyte" for Spikes and SR is not really a good idea, try "Stealth Rock set-up users such as..." (don't say Onix)

You seriously need to make some improvements if you want this to get stamped. First, you are missing an Optional Changes section, which should probably included Nasty Plot and Choice Specs. Second, Grass Knot is far more reliable and probably does more damage to most Rock-types than Iron Tail. Third, the Counters section needs to be expanded to include names of Pokemon. "Anything" is not true, since I don't think Mantyke will be wanting to switch into Pichu any time soon. Fourth, don't say Pichu is an underrated threat. Rather, it is a very outclassed threat. Elekid and Electrike do everything Pichu can do better, aside from maybe the Lead just because Pichu has Encore. And finally, your set comments overall need a bit more expanding in some parts, such as why Thunderbolt is better than ThunderPunch on the Life Orb set.
If you make those changes and everything looks good, I'll stamp it. Otherwise it gets a no from me. Also, Bronzor is better at setting up Stealth Rock than Onix, since Levitate makes it immune to Pichu's only weakness.

I need to echo heysup here, sorry. Pichu is in almost every way a slower, frailer Elekid. Elekid really only works because of its speed, so Pichu can't even hope to fill that role. In all honesty I would probably list just a Scarf set and a Substitute set similar to the Mix set you already have (maybe), and something about Fake Out and Nasty Plot and all Pichu's other niche options in OC.
Along with that I'm also going to echo that Team Options and Counters could probably be redone.
This could probably be a fun joke analysis to write like Luvdisc or w/e. :( EDIT- too bad we arent allowed to do those ?_?

I also suggest that on your lead set, you remove Protect / Encore and replace it with another move to provide more coverage than just a Thunderbolt, because if your opponent leads with an Electric resists and attacks you, you are basically powerless and unable to retaliate, and therefore lose to that lead.
For your choice'd set, I suggest you slash Volt Tackle and Thunderpunch together, with Volt Tackle being the main slash, as you don't need two moves of the same type. Replace the missing move with Toxic, therefore, you can use those two to cripple the opposing pokemon and force him to switch out, or stay in and get KOed easily.

Well, Paralysis greatly helps with Pichu's speed problem. Pokemon with higher speed stats can easily defeat the opponent without the help from status ailments.

Then again, in the paralysis, who doesn't benefit from more speed? And if Pichu is being used offensively and offensively, it's "Useless", then why should we use it?
That is true, I'll edit it now.
I said 'if not', not 'it is'. Please read carefully. Pichu's speed is still quite low compared to others when not using a Choice Scarf. Also, if Pichu is not faster than the opponents, the chances of Pichu winning is extremely low. Thus Pichu appreciates paralysis much more than others in the tier.
Why should we use a pokemon that needs so much support to function well, we could be much better off using Elekid who has much better stats and similar moves. Without paralysis, which non of your Pichu sets guarantee to provide, Pichu's winning probability is indeed extremely low, therefore, is it really worth using this pokemon when chances are it's going to be a sacrifice?
Maybe it's cute? People use different Pokemon for their own purposes. As for your point about support, you are correct, as Elekid does outclass Pichu. But Pichu is not supposed to provide the paralysis, it switches into status ailments. But you are right in many ways, I don't have a retaliation to your other points.
I tested all of these sets. I didn't enjoy any of them. I couldn't even get Pichu in on anything because it has no useful resistances and it has horrible hp and defensive stats. The only set that was moderately useful in my opinion is an Annoyer Set that I put together, although it still wasn't that useful.

Elekid doesn't exactly need paralysis support.

Substitute+Encore Pichu @ Life Orb (Sub/Encore/Volt Tackle/Return). No other electric type has Encore, so Pichu isn't outclassed. Pichu can also come in and Encore slow set-up moves, since they're paralyzed and stuff.
It could probably replace the regular LO set, since it's actually not outclassed by anything, unlike the the current set.
But by running that, you'll need a good teammate to setup the paralysis, and that means Pichu can at most take down one pokemon, if not less, before it is rendered useless, I'm not sure I really need the handicap of one pokemon that needs so much extra support before it can even use it's promised functions.

@ ShinyAzelf, although Aqua Jet was indeed a 2HKO, my mistake, Aqua Jet is a 40 base power priority move, and it did 75%, rather disappointing.

I don't think these logs are reasonable proof. What I think is that you were purposefully trying to lose. But that's only my opinion.
