[OVERVIEW]
With a vast amount of Water-types in LC, Panpour attempts to differentiate itself with Nasty Plot. However, it's not particularly good at that, as despite Eviolite, its low defenses make it hard for Panpour to set up. Additionally, there are many better offensive Water-types, notably ones that can use Shell Smash, like Tirtouga, Omanyte, Shellder, and Clamperl. Panpour's mediocre stats, including Speed, leave it in the dust of other setup sweepers.

Nasty Plot is the main draw to Panpour, boosting its Special Attack and keeping its bulk intact so it can try to sweep. Though not completely outclassed because of the unique Nasty Plot, a special Water-type sweeper like Clamperl can be better at setting up and breaking teams, while Staryu is also a superior offensive Water-type because of its high Speed and Special Attack and better coverage.

note that it's hard for waterchimp to set up a np because of this things questionable bulk. you can mention how eviolite kinda helps that, but it's still really pitiful.
