Here we have a Dragonite with a standard EV spread, but with a Jolly nature in order to outspeed Tapu Koko and Ash Greninja after a Dragon Dance, even though you miss a clean KO. What you really need is a layer of hazard to reach the missing K0s.
252 Atk Dragonite Earthquake vs. 0 HP / 0 Def Tapu Koko: 256-302 (91.1 - 107.4%) -- 43.8% chance to OHKO (you really need something like a LO recoil onto Tapu Koko)
252 Atk Dragonite Ice Punch vs. 4 HP / 0 Def Garchomp: 352-416 (98.3 - 116.2%) -- 87.5% chance to OHKO
252 Atk Dragonite Ice Punch vs. 252 HP / 216+ Def Landorus-Therian: 268-316 (70.1 - 82.7%) -- guaranteed 2HKO
No Extreme Speed in this "speedy" Dragonite because is not that good being not STABbed and with Tapu Lele all around you are playing with one less moveslot. Therefore, Ice Punch is picked over Fire Punch in order to have the maximum coverage over bulky annoying Grounds (i.e. Landorus-T and Garchomp).
Outrage is a powerful STAB move coming unexpectedly from this Jolly dragon, whereas a Z-boosted Earthquake demolishes some "checks" even without a DD.

252 Atk Dragonite Tectonic Rage (180 BP) vs. 0 HP / 0 Def Tyranitar-Mega: 282-334 (82.6 - 97.9%) -- guaranteed 2HKO (and you outspeed this Mega, but you miss the extra power from Adamant nature)
Dragonite is one of that cases in which you have to choose between speed (and not that much of it, but at least it is workable) and power.
