I'll tell you what. I have this:
Smeargle Timid Technician female 31/x/31/31/31/31. Upon breeding there is a 50% chanec that it will have own tempo and it should be easy to get started breeding with this because a male smeargle can breed with like 200 other pokemon in the field group.

I have 1, buts its the one I use to breed more. I do breed them for things of equivalent annoyance though.
