ok so support clefairy is a sick set that chews p well ludicolo's hits and can twave back, while gastrodon takes care of kabutops and garbodor. they can both stop a rain team quite easily, and even better if paired with other pokemon.

KangaSpikes has an incredibly strong matchup vs rain, especially if the rain team doesn't have a Garbodor. Garbo just lays up spikes while also being able to take on Liepard and Kabutops. Kangaskhan stalls rain turns, threatens all rain abusers especially in combination with Toxic Spikes. obviously this core doesn't immediately pressure all rain teams but if you add something like Ferroseed with this core you're all good to go.

Classic hazard stacking core which just stops Rain in its tracks. Ferroseed walls pretty much all rain abusers bar Superpower Kabutops and can stall out Rain turns with Protect, + smash Omastar with Bullet Seed as it attempts to set up. Garbodor whittles away at Rain in general with TSpikes, putting everything on a timer, as well as taking Knock Off's from Liepard and Superpower from Kabutops.
Choice specs mantine does a fairly good job against rain, as it can outspeed both of the primary users with a + speed nature, as they generally run + offenses, and OHKOs both with respective coverage moves (though ludicolo isn't 100% guaranteed unless you come in after a round of LO recoil). While it is part of a subset of swift swim abusers that threaten rain teams, its one of the more efficient ones due to its ability to fairly easily come in against ludicolo, and easily threaten it out.
