@scar. If you are referring to shiny jirachi, I have heard that this is true, but I have not actually seen it. If that is true they can simply go download instead of trading for it if they want. There are other people with such jirachis in their threads as well, there is no actual rule against it. However, none of this matters anyways, as I have not traded that jirachi since last year.
