Opinion:
Gamefreak finally provided us with with a reverse of gyro ball. So essentially, the faster your pokemon is than your opponent, the stronger the move. Electric types are blessed with naturally high speed so this move works in their advantage. Electrode in particular LOVES this moves, due to it's ridiculously high speed. Unfortunately, some of the other pokemon will have a tough time using it standard, which is filled with fast pokemon, making Electra Ball rather useless on most pokemon. (I can see it being more useful on the majority of these electric types in lower tiersUnlike gyro ball, there is no trick room fix, so Electra Ball pokemon need to be boost their speed via Agility or lower the opponents via Thunder Wave.

It's still got an awful movepool, but it can put it's high speed to good use, bathering pokemon aside with a (hopefully) maxed out Electra Ball. Hidden Power ice is for coverage, and Charge Beam is there to pick off weak pokemon and get a boost. Explosion is there for good ole reliable damage when you aren't any useful anymore. (It still hurts even with abase 50 attack)
It's a pity he has base 80 Special attack...

... lots of slashes here, but there isn't any point of making 2 different sets for similar pokemon. The goal of this set it to agility up, and sweep with boosted Electra Ball. Nasty plot is useful if you're confident that Pikachu / Raichu are fast enough to sweep with the agility. (not likely in Pikachu's case) Hidden Power ice and Grass knot form coverage, but Raichu can opt for Focus Blast for even greater coverage. Encore nets you free setup time at the cost of a coverage move and the Lightningrod ability.

Denchura is the other pokemon that can abuse agiliy + electra ball and it does this arguably better than the previous 2 due to it's superior base speed and bulk. Bug Buzz and Hidden Power ground provide you with the necessary coverage needed to sweep.

Emonga plays like a weaker version of the other 3 pokemon, but with a bigger emphasis on support. Encore a pokemon so set up, Agility up and start sweeping. Electra-Ball and Air Slash provide decent enough coverage and if you really want to, you can run HP ground to nail Steel types even harder. Baton Pass can be used if you plan on boosting the speed of teammates.
 
Problem is, like Gyro Ball, the move's power will probably be based on what multiple of the opponent's speed yours is. However, everyone runs a 31 Spe IV (unless using TR/Gyro Ball/some speed-lowering Hidden Power) and generally tries to be fast, often as fast as possible, running 252 Spe EV and a boosting or at least not hindering nature, too.

So it's very difficult to be even twice as fast, let alone three or four times as fast, as something else--while it is reasonably possible to be half or a third or a quarter of something else's speed with effort (hindering nature, 0 Spe IV, etc.). I think Electra Ball will end up being useless.
 
If it uses the same formula as Gyro Ball, Pokemon gonna need to be PRETTY FAST to reach max powered against most Pokemon. Gyro Ball works, because the slow Pokemon that use it are well, SUPER SLOW. Compared to Gyro Ball, Eleci Ball won't have max powered users like Gyro Ball unless the formula is different.

You're probably correct. I'm keeping my fingers crossed that Electra Ball functions in a different way than Gyro Ball but it's not likely. If it's the same as Gyro Ball, then the Agility sets seem to be the only ones that can really abuse it unfortunately. Denchuraa in particular seems to be able to abuse to pretty well.
 
Denchura can already abuse a boosted accuracy Thunder for it's electric attack.

T-wave Zapdos seems like a good abuser of this move.

Wait, does this mean Light Ball works with Raichu now? If so...awesome.
 
i can se this been put to good use, in a so fast-based-metagame it seems to be a great option for eletric types.
And unlike gyro ball ,which is a bad stab move overral, eletric moves have good neutral coverage and hit a important defensive type, water, super effectively (the immunity sport from ground pokes are bag but well you can have everything)
 
How about with some paralysis support? it boosts the BP of Gyro Ball so it should be the same here =D
Considering how Paralysis-friendly Electric types are, it'd seem natural. It'd also work nicely with a setup BP'd Agility boost or two if you wanted to go that way and not have Thunder Wave/Agility/Electra Ball on the same critter.
 
what about trick rotom with a macho brace or something? of course rotom is incredibly vulnerable that first turn before switching items...

Hooray, a flavor-wise move that complements Electrode rather than clashing with it (lol Gyro Ball).

Fun too that rotom gets it, since it might also be based on the whole "Ball Lightning" phenomenon. I think the appliance forms could find somewhere to put this move amongst their typical paralyzing annoyer sets...
 
Electrode gets Aftermath via the Dream World. More Explosion damage for the win! (add this ability to the set please)

Aftermath only works if you die to a contact move, so self-induced KO via Explosion doesn't add any Aftermath damage. But yeah, the power formula for this move will make or break it. If it's even close to the amount of speed difference Gyro Ball needs, it's probably not very viable.
 
Could it maybe work against Curse users or bulky water? Let's say you have a Zapdos or something against a paralyzed Curser...that might actually work decently.
 
As mentioned, Thunder Wave is pretty vital to the success of Electra Ball, ensuring that your pokemon is substantially faster than the enemy.

Otherwise, being fast enough to reliably inflict the same amount of damage as, say, Thunderbolt looks pretty unlikely.
 
I was always pissed about Electrode getting Gyro Ball since it was completely pointless. This makes far more sense, and gives it a STAB that potentially outclasses Thunder, except in a very few select situations, due to its stupidly insane natural Speed.

This move was most likely made with Electrode in mind in the first place.

I hate to rain on everyone's parade but this move is horrible if it's the reverse of gyro ball.

(assuming this calculation: 25 * (userspeed / target's speed)
This move will suck, even on Electrode. I'm hoping there is a different calculation, but i'm not holding my breath.
