Encore is used to lock Pokemon like Gouging Fire into setup moves. The EVs let Primarina survive stronger hits from Pokemon like Landorus-T and Kyurem, lessening the need to use Endure while firing off strong attacks for the two. Primarina struggles against strong Poison- and Electric-types that can survive its attacks or counter Custap Berry with priority, like Okidogi and Raging Bolt, as well as Metagross, so Ground-types like Landorus-T and Rhyperior can fit really well with it. Additionally, Dragon-types such as Regidrago and Gouging Fire appreciate Primarina beating other Dragon-types.
