Actually this might be better if it was character specific, as there'd some surprise factor and it'd be a good way to tie into the character's personality.

For example if there's one rly racist page that has managed to evade bans for some time then someone can hold a referendum to get it banned. There'd be a time period prior to voting where people register to vote and then only those who register get a chance to vote. Simple majority or supermajority would be determined by how big the user/page is

Obviously a lot more tweaks and refinements would have to be made to this concept to prevent it from becoming a shitshow but yeah

Or you could just… y’know… set actual rules about what type of content can/can’t be on your platform and hire people to moderate it according to those standards instead of assuming that one of the most flawed systems of government will do anything useful besides putting power into the hands of trolls, bigots, and other people with a vested interest in giving trolls/bigots a platform.
