We're still waiting on a couple votes, but the verdict is decided:

Eligible Voters: 17
Voters: 13

Unban: 11
Remain Banned: 2
Ban %: 84.6%

Even if the other 4 all voted for Skymin to remain banned, we would still have a 64.7% majority that's above the 60% threshhold to unban. As of this post, Shaymin-Sky is now legal in XY DOU.
