My personal motive for hosting this tour early, with short deadlines, and mandatory replays was to force push the meta development to some extent, and I think it has definitely gone some way. I also wanted it to proceed in a "stable" format, which is why I didn't free Moody in the later rounds(not because Moody is broken/uncompetitive or anything on those lines, but it does have strong factor of RNG).
