So how is the council going to avoid the Shadow Tag fiasco this time around with this "new" requirement? Because having post quality decided didn't exactly go over well 4 years ago when the controversy broke out with the amount of discarded votes in what was a very close call. Is there going to be a transparent and objective metric at which this will be done? Because being a tier leader alone didn't exempt potential confirmation bias from arising back then, or make completely closed off decision making on quality any less questionable when it comes to big suspects.

This qualification only applies to council votes, not to all suspect votes. This is actually already a requirement with council votes during a regular suspect; if someone on Council wants to use the reduced requirements to vote in a suspect test, we require them to engage with the NP thread. Personally I plan to be fairly liberal with this and approve any post with actual content. The decent quality requirement is just to keep people from posting "Yeah lol I think Manaphy is broken, ban plz" and expecting that to be enough.

Anyone who gets reqs by meeting the COIL requirements, on the other hand, won't be required to post (though we hope you do!).
