Onto CAP3! Like CAP2, there will be a slightly longer deadline this time so we can think of new ideas.

Slate 1 Part 3C: Stats
We will now begin developing the third CAP, a Fire/Ghost-type Anti-Lead. You will have 5 days to submit a stat spread for this Pokemon. Please give an HP, Attack, Defense, Special, and Speed stat and specify which is which. Some guidelines:
  • Keep the concept in mind! This CAP's major niche is that it should function as a good anti-lead, so aim for a stat spread that facilitates this without making the CAP one-dimensional.
  • Be careful not to go overboard with the stats. Remember that the goal is for the CAP to be somewhere in the range of 9th-20th in power on a theoretical viability rankings.
  • Similarly, be careful not to directly outclass Gengar, or anything else relevant in OU. There should be reasons to use Gengar over this mon, and vice versa.
Have fun!

HP: 51
Attack: 75
Defense: 69
Speed: 109
Special: 120
BST: 424

Since the target was something similar to Burgundy Ninetales I just went for a slightly more specialised BST and low HP cause ghost type. Likewise, the calcs are fairly similar to those of Ninetales. On top of this, here are a few things that I think this mon should not have in order to be a Gengar alternative and not just cooler Gengar: boom, hypnosis, the same coverage, counter.

HP: 60
Attack: 65
Defense: 60
Special: 110
Speed: 95
BST: 390

I went for the speed tie with Jynx, risking sleep but threatening a fire blast. I imagine Alakazam & Starmie will still have the advantage at this speed. Like gastlies said in the discord, I agreed in thinking of keeping it slower than Tauros. I thought the special should be relatively high and wanted to limit the attack from going to high to prevent it from being too strong against Chansey.

HP: 56
Attack: 56
Defense: 56
Special: 133
Speed: 97
BST: 398 (531)

97 Speed outspeeds Jynx while being slower than Zapdos. 133 Special almost always OHKOes Jynx with Fire Blast (ur more likely to miss the move than you are to hit and not get the roll). If this mon gets hypnosis too, it forces a mindgame on whether to Blast or hypnosis turn 1, as Blast beats a stay while Hypnosis is favored against something like a Starmie switch. Speaking of Starmie, this mon is balanced by doing basically nothing to it, and Starmie's Surf cleanly 2HKOes it. 55HP combined with the 133 Special is ideal since Alakazam is favored to 3HKO it with Psychic, while Exeggutor is not. The mon should be physically weak and Frail, so I gave it 56 in attack and defense.

HP: 59
Attack: 58
Defense: 57
Special: 136
Speed: 95
Bst: 405 (541)
Has slightly less physical bulk than gengar, but it is also much stronger on the special side and has actually got stab. It speed ties with Jynx, but stab fire blast on top of the burn chance is a nasty combo. It dents exeggutor decently well, but it is gonna have to be wary of mons exploiting it's weaknesses.

I'm going to veto CoralReaper707's submission for being nearly the exact same as gastlies's submission. Every stat is within 3 points and it removes the greatest strength of gastlies's submission (outspeeding Jynx) for no real reason.

The winning submission is gastlies insert obama medal meme here. That leads to the following stat spread:

HP: 56
Attack: 56
Defense: 56
Special: 133
Speed: 97
BST: 398 (531

Onto our next part!

Slate 1 Part 4C: Competitive Learnset
You will have 72 hours to submit the competitively useful moves for this Pokémon. This does not include useless moves that exist for flavor. Some guidelines:
  • Keep the concept in mind! in this case the mon is supposed to be an Anti-Lead
  • Keep in mind what moves are available by TM and HM in RBY; anything that isn’t will have to be gotten by level up or “event,” so try to make sure the moves you give it can be justified in some way, even if it’s a little bit of a stretch.
  • As before, keep the intended power level in mind here - around 9-20 on the VR.
  • A signature move can be added here, but must conform to RBY mechanics and effects and should not be the only thing this mon has going for it. For this specific submission I will frown upon signature moves since this mon doesn't need one to fit the concept and the previous two mons got signature moves.
Have fun!

Level-Up Moves:
Flamethrower

TM Moves:
Hypnosis
Fire Blast
Take Down (No Double-Edge)
Hyper Beam
Rest
Substitute

Extremely limited movepool to make up for broken ghost typing and insanely powerful Fire STAB. There is precedent on mons not having Double-Edge in RBY (e.g Electrode).

Level up moves:
Flamethrower
Take Down
Hypnosis
Night Shade
TM:
Fire Blast
Hyper Beam
Rest
Substitute
Toxic
Submission
Self Destruct
Explanation:
Given it some physical options, but they're super not ideal, especially since it has a low physical attack stat. It also has the mandatory fire moves for annoying Exeggutor and spreading burns on physical attackers. Self Destruct is there if it desperately needs to break through a wall, but it does not have explosion just so this thing isn't just better Gengar.

Level Up:
Flamethrower
Night Shade
Fire Spin
(Sig Move)

TM Moves:
Fire Blast
Take Down
Hyper Beam
Rest
Substitute
Toxic

Sig Move:
Normal
10BP
10PP
75acc
100% chance to sleep opponent if it hits (can't sleep Normals due to RBY mechanics, like how paraslam works)

Similar to Gar in that it's walled by Rhydon and threatened by Taurus and EQ Lax. This one though has much better matchup vs Psychics in exchange for a brutal Chansey matchup where it has to resort to Fire Spin for making progress. Sig move complements this contrast, being more accurate than Gar's hypnosis (and more threatening to the Psychic leads) but is unable to sleep the Big 3. I know sig moves are frowned upon for this but I think the mechanics here are interesting in how it embraces this type interaction mechanic that defines RBY.
